WITH THE SESSION ENDING THURSDAY, LAWMAKERS ARE STILL TRYING TO HAMMER OUT A WAY TO SAVE THE STATE'S LOTTERY SCHOLARSHIP FUND. RIGHT NOW THERE IS MORE MONEY GOING OUT... THAT COMING IN. THERE WERE A NUMBER OF BILLS PROPOSED IN THE LEGISLATURE... INCLUDING INCREASING THE REQUIRED GPA. OTHERS WOULD GIVE EACH STUDENT MONEY. CURRENTLY... THE SCHOLARSHIPS COVER FULL TUITION. TODAY UNM STUDENTS GATHERED TO TALK ABOUT THE PROBLEM " IF NOTHING HAPPENS IN THIS LEGISLATIVE SESSION THEN WE CAN BE 100 PERCENT SURE THAT EVERY SINGLE STUDENT IS AFFECTED". THE ONLY BILL THAT HAS MADE SIGNIFICANT PROGRESS THIS SESSION IS ONE THAT WOULD TAKE THE MONEY IN THE SCHOLARSHIP FUND AND DISTRIBUTE IT EVENLY AMONG ALL RECIPIENTS. IT PASSED THE HOUSE AND IS NOW BEING CONSIDERED BY THE SENATE. THERE' ARE 11- MILLION DOLLARS IN THE BUDGET SET ASIDE TO HELP THE PROGRAM THIS YEAR, UNTIL LAWMAKERS CAN COME UP WITH A PERMANENT FIX.

IN THE LEGISLATURE. A SENATE PANEL HAS ADDED MORE MONEY TO THE GOVERNOR'S BUDGET PROPOSAL. THE SENATE FINANCE COMMITTEE APPROVED A 6- POINT-2 BILLION DOLLAR PACKAGE. THEY PROVIDED ADDITIONAL MONEY FOR THE GOVERNOR'S EDUCATION INITIATIVES. THE PROPOSAL ALSO PROVIDES A 5-PERCENT INCREASE IN SPENDING. THE PROPOSED MEASURE IS AN ATTEMPT TO AVOID A POSSIBLE SPECIAL SESSION....AS BOTH THE SENATE AND THE HOUSE CONTINUE TO STRUGGLE IN PASSING A BUDGET. THE SENATE ALSO APPROVED MILLIONS OF DOLLARS IN CAPITAL IMPROVEMENTS. THE 167-MILLION DOLLARS WOULD GO TOWARDS PROPOSED PROJECTS AT SENIOR CITIZEN CENTERS, COLLEGES AND LIBRARIES. THAT INCLUDES 19-MILLION DOLLARS FOR SEVERAL RENOVATIONS AT NEW MEXICO STATE UNIVERSITY. AND -- MORE THAN 20-MILLION DOLLARS TO RENOVATE UNM'S FARRIS ENGINEERING CENTER. VOTERS WOULD STILL HAVE TO APPROVE THE PROJECTS IN NOVEMBER. THERE ARE JUST A FEW DAYS LEFT IN THIS 30-DAY SESSION. WE EXPECT MOST OF THE REAL WORK TO GET DONE THIS WEEK DURING THE FINAL STRETCH.

LAW, WITH THE USE OF WHAT COULD BE, AN UN-AUTHORIZED BANK ACCOUNT? A SCHOOL AUDIT WAS JUST FINISHED, TO DETERMINE THAT, AND THE FINDINGS COULD PUT SOME LAW STUDENTS, ON THE WRONG SIDE OF THE LAW. U.N.M. RELEASED THESE BANK ACCOUNT STATEMENTS MONTHS AGO, FROM AN OFF CAMPUS ACCOUNT, USED BY THE UNIVERSITY'S STUDENT BAR ASSOCIATION. DAVID HERRING, DEAN U.N.M. SCHOOL OF LAW SAYS, THIS IS A SERIOUS MATTER AND THAT'S WHY WE IMMEDIATELY TURNED IT OVER THE UNIVERSITY INTERNAL AUDIT DEPT. BECAUSE THE SCHOOL WANTS TO KNOW, IF THE ACCOUNT VIOLATES U.N.M. POLICY. DAVID HERRING/DEAN U.N.M. SCHOOL OF LAW SAYS: 158 WE TOLD ALL OF OUR STUDENT ORGANIZATIONS NO MORE OUTSIDE BANK ACCOUNTS AND IF YOU HAVE THEM, YOU HAVE THEM YOU HAVE TO CLOSE THEM ALL DOWN IMMEDIATELY 209 THE PROBLEM WAS DISCOVERED WHEN THE STUDENT BAR ASSOCIATION STARTED ITS BUDGETING FOR THE YEAR, LAST SEMESTER. THE ALTERNATIVE ACCOUNT THERE WAS A FAIR AMOUNT OF MONEY MISSING FOR THAT WHICH WOULD HAVE BE USED TO SUPPLEMENT TO PAY BACK THE REGULAR ON-CAMPUS ACCOUNT. THE ON CAMPUS ACCOUNT IS TO PAY FOR STUDENT TRAVEL AND OTHER ORGANIZATION EXPENSES. BUT COULD THE STUDENTS WHO USED THE OFF CAMPUS ACCOUNT FOR UNAUTHORIZED EXPENSES, COULD BE SUSPENDED, EXPELLED OR WORSE? DAVID HERRING/DEAN U.N.M. SCHOOL OF LAW SAYS: 250 IF THEY ARE CURRENT STUDENTS IN THE STUDENT BODY I WOULD THINK THAT IS A POSSIBILITY YES. THE FINAL AUDIT HAS BEEN TURNED OVER TO U.N.M POLICE, AND THE SCHOOL OF LAW HOPES TO GET IT SOON. BUT CHANGES ARE ALREADY BEING MADE. DAVID HERRING, DEAN UNM SCHOOL OF LAW SAYS, MAKING SURE ALL EXPENSES ARE AUTHORIZED AND ALL REVENUE IS TRACKED. IT'S NOT KNOWN WHEN UNM POLICE WILL ACT ON THE FINAL AUDIT, BUT WE WILL LET YOU KNOW WHAT THEY DECIDE.

MEXICO COLLEGE STUDENTS ARE ASKING THE STATE LEGISLATURE. TO THIS POINT, THEY HAVE NOT COME UP WITH A SOLUTION TO SAVE THE LOTTERY SCHOLARSHIP PROGRAM AND TIME IS RUNNING OUT. ISAAC ROMERO 5:09 IF NOTHING HAPPENS IN THIS LGX SESSION THEN WE CAN BE 100 PERCENT SURE THAT EVERY SINGLE STUDENT IS AFFECTED:16. TODAY UNM STUDENTS CAME TOGETHER TO TALK ABOUT WHAT THEY NEED TO DO TO PUSH LAWMAKERS TO DO SOMETHING TO FIX THE PROGRAM. THE LOTTERY SCHOLARSHIP FUND HAS BECOME INSOLVENT, MEANING THERE IS MORE MONEY GOING OUT THAT COMING IN. THERE HAS BEEN A LOT OF DISAGREEMENT ABOUT THE WAY TO FIX THE PROGRAM. RIGHT NOW THERE ARE A NUMBER OF BILLS BEING PROPOSED IN THE LEGISLATURE, SOME WOULD INCREASE THE REQUIRED GPA, OTHERS WOULD CUTS FUNDING FOR EVERY STUDENT. RIGHT NOW THE SCHOLARSHIPS COVERS FULL TUITION FOR RECIPIENTS. LAWMAKERS HAVE UNTIL THURSDAY TO FIGURE OUT A SOLUTION. STUDENTS WANT THEM TO KNOW WHAT IS AT STAKE HERE. FIRST GENERATION COLLEGE STUDENTS WHO HAVE PARENTS WHO HAVE NEVER GRADUATED HIGH SCHOOL HAVE MIDDLE OR SOME HIGH SCHOOL, THAT ARE DIRECTLY AFFECTED. THE ONLY BILL THAT HAS MADE SIGNIFICANT PROGRESS THIS SESSION IS A BILL THAT WOULD TAKE THE MONEY IN THE SCHOLARSHIP FUND AND EVENLY DISTRIBUTE IT AMONG ALL RECIPIENTS. IT PASSED THE HOUSE AND IS NOW BEING CONSIDERED BY THE SENATE. THERE IS ALSO 11 MILLION DOLLARS IN BUDGET SET ASIDE TO HELP THE PROGRAM THIS YEAR, UNTIL LAWMAKERS CAN COME UP WITH A PERMANENT FIX, BUT IT'S ONLY A BANDAID.
