Rivera has spent the past year and a half as deputy chief compliance officer where he oversees compliance best practices, including oversight of Title IX compliance, response and prevention efforts and the promotion of institution-wide ethical culture. His work also involves policy writing and assessment, regulatory implementation, program refinement, risk assessment, prioritization, and mitigation planning; stakeholder reporting, facilitation of compliance committees, operational oversight, and facilitation of compliance committees.
He also advises on policy development and implementation across equity, conduct, and safety areas, compliance oversight for the Minors on Campus policy and related risk mitigation, managing operations and budget planning for the CEEO office and facilitating university-wide training initiatives on ethics, compliance, and civil rights.
Prior to his current role, Rivera served as managing attorney and staff director for the City of Albuquerque’s Office of Civil Rights, where he directed and supervised operations in 2023.
Before his role with the city, Rivera served as the compliance program manager at UNM, where he developed, implemented, and tracked training and education programs for students, staff, and faculty. The role involved a substantial amount of training with University departments, including student and staff groups, on sex and gender discrimination and reporting requirements. He began his career at UNM as a compliance specialist in 2020 which involved outreach and cooperation with outside offices, mediated discussions, investigative interviewing and report drafting and educating individuals and groups on University policy.
Additionally, Rivera has served as a private practice attorney for Sunshine Legal LLC explaining course of action, repercussions of cases and applicable law related to children abuse and neglect, child custody, parentage, and support; divorce and legal separation, estate planning, guardianships and conservatorships. He was also the co-founder and deputy director for Hope 4 Humanity, Inc., an organization that provided necessities to the unsheltered community. He worked to build partnerships with various organizations through outreach to raise financial support and material donations for holiday events. Rivera is also an associate broker earning his real estate license in Oct. 2023.
Rivera earned his Bachelor of Science in Criminal Justice from the University of Central Florida in 2012; his Juris Doctorate in 2015 from Cooley Law School, earning dean’s list honors; and is working towards a master of Business Administration from UNM. For fun, Rivera plays bass and vocals in a country band named A Band Named Sue.
