William F. Fulginiti

The UNM School of Public Administration presents the Arthur Blumenfeld Endowed Lecture Series Thursday, Oct. 4 in Ballroom C in the Student Union Building. This year's guest speaker is William F. Fulginiti, executive director, New Mexico Municipal League. A reception begins at 6 p.m., followed by dinner at 6:30 and Fulginiti's lecture at 7:30 p.m. This Lecture Series honors the life and work of the late Arthur Blumenfeld, former chief administrative officer for the City of Albuquerque.

As executive director of the New Mexico Municipal League, Fulginiti is responsible for the associations daily operations and serves as chief lobbyist for the League. Many of the League programs include state and federal legislative and executive representation, training for elected and appointed officials and legal advocacy before the courts. He also actively represents the League before other governmental, trade and business organizations.

He was one of the founders of the New Mexico Self Insurers Fund, whose primary function is to provide workers compensation, general liability, law enforcement, auto, property and health insurance coverage to municipalities. He also initiated the first bond pool for municipalities that provides them access to national bond markets. Fulginiti is also one of the founders of the National League of Cities Mutual Insurance Company that reinsures municipal league self-insurance pools in 27 states. He currently serves as Chairman of the Board of this organization.

Prior to joining the New Mexico Municipal League in 1977, he served as Assistant Executive Director for Legislation at the Pennsylvania League of Cities in Harrisburg, Pennsylvania,where he was a lobbyist and implemented the organizations legislative program. He also served as the Deputy Director for Community Development Services at the Pennsylvania League.
